Kiev doctors are forbidden to take donations from the citizens
In the mayor's office it was banned for hospitals and clinics to require charitable donations from the citizens.
It's all about the anti-corruption law passed by the Verkhovna Rada.
However, some people of Kiev are afraid that the ban may return the old corruption - earlier the money had passed through the cashier of health-center, but now it will go to the pockets of doctors.
Others are happy that now, if they are asked to become a "benefactor", they can refuse it.
BAN. In hospitals, people still continue to pay for services, but in return receipts are not issued.
"I took a blood test the other day: finger - 10 UAH, vein - 100 UAH. I say, give me please a receipt at least.
They respond that charitable contributions are abolished, so that is the only way.
It turns out that they simply can put the money in their pocket" - told us Alexander Ilchuk.
Charitable contributions were legalized by the government of Lazarenko in 1996.
In the capital of their "dawn" was in the days of command authority Chernovetsky.
The former curator of Health in the capital the ex-deputy mayor Irena Kilchytska says they have redirected money from the pockets of doctors to the budget of hospitals: "There have been examples in some hospitals that revenues from charitable contributions were increased from 1 thousand to 40 thousand UAH per month.
Hospitals sent the money for repairs, buying drugs and small equipment.
Now, people will continue to pay money, but again they will settle in the pockets of doctors".
"What should we do? Our authorities told us to agitate people now to go to the cashier's desk. People go and pay" - says a surgeon of the hospital, Vladimir.
"We started thinking how to make money. For example, to conduct paid medical examinations for employees", - says head physician of the Central Polyclinic of Podolsk district, Igor Korolik.
In the State Health KSCA they confirm, that from now it is prohibited to claim a charitable contribution, because it falls under an article about corruption.
"Earlier medical institutions had such a sin, but now it is simply impossible because of the law. The person must require free services.
But we did not prohibit charitable contributions, as such - that is, people can go and pay through the bank.
But only if they do it themselves, without guidance of Dr.", - told us the head of the State Health KSCA Vitaly Mokhorev.
